From the description I understand that Smart Card Reader is not working.
To assist you better I would appreciate if you could answer the following questions:
1)Have you made any changes to the hardware or software on the computer prior to the issue?
2)Do you get any error message / code?
3)What happens when you try to connect Card Reader?
Follow the steps and check,
Try connecting the card reader to a different USB port
Connect the card reader to a different computer and check
Method 1: Run the Hardware and Devices troubleshooter and check.
Follow the steps to run the troubleshooter:
a)Press Windows key + C on your keyboard to show the Charms bar.
b)Type Troubleshooting and click Troubleshooting under Settings.
c)Now type Hardware and Devices Troubleshooter in the search.
d)Click on Hardware troubleshooter to run the troubleshooter.
Method 2: Try uninstalling and reinstalling USB controllers from device manager and check.
a)Press Windows Key + R, type devmgmt.msc.
b)Expand the USB controllers (Smart Card Reader), click on the drivers.

c)Click on properties, click on uninstall tab.
d)Click OK.
e)Unplug the reader from your computer and reboot.
